About the Role

Reporting to the Deputy City Manager, Corporate Services, you will also provide insightful vision, leadership, strategic advice, and guidance to the Mayor and Members of Council, City Manager, Senior Leadership Team, Corporate Leadership Team, Agencies and Corporations for developing and implementing innovative technology solutions to support the goals of the City of Toronto. In this role, you will oversee the future of information services and technology, and provide technological innovation, and best-in-class services that align with the e-City strategic direction of Toronto—with an engaged, service-focused technology team.

As Chief Technology Officer, you will oversee Technology Services Division leadership for the strategy, planning and delivery of the City’s technology services by collaborating with other City divisions, translating their business needs into innovative technology solutions that meet the diverse needs of employees, residents, and businesses. Your technology experience and innovative technology services success will serve you well in fostering innovation, prioritizing technology initiatives, and transforming the management of all current and future technology systems across the City.

As a true trusted Business Partner and strong collaborative leader, you will champion transformation. You will lead and inspire the TSD Team in its quest to deliver innovative technology business solutions and dependable infrastructure supporting City programs and services. Ensuring the organization has the appropriate infrastructure in place to meet all City business initiatives, you will create opportunities for service improvement and efficiencies across City divisions, agencies, corporations, boards, and programs. The position will require developing strong working relationships with interjurisdictional levels of government, the private sector, client divisions, and key internal and external stakeholders. You will also bridge effective labour relations by ensuring compliance with the City’s collective agreements, providing input in the negotiating process and consulting with employees to ensure labour relations are continually enhanced. Your responsibilities will also include:
• Enabling customer-centric sustainable digital solutions including Microsoft 365 deployment and Enterprise Work Management System
• Enabling City-wide digital transformation by ensuring proper technical oversight, compliance and in alignment with City priorities and audit recommendations.
• Replacing legacy technologies and systems by modernizing data centre and platforms where feasible and funded
• Introducing Integrated Service Hubs by enabling single point of service and enhanced digital experience of City divisions and public.
• Expanding ConnectTO, a City-driven collaborative program that aims to leverage the use of municipal resources and assets to address digital exclusion and increase digital equality through the creation of a Municipal Broadband Network
• Leading other key projects to support Workplace and Data Centre Modernization
With continuous City improvement as your chief priority, you will establish systems, programs, and a structure with the division for information management and decision-making to maximize effectiveness, efficiencies, and reporting. Planning is also a vital part of your role as you conduct short-term and long-term financial planning for the development of division budgets and set multi-year workplans with annual benchmarks for staff, integrating Mayor and Council priorities and City strategic corporate directions.

Leveraging your track record as you enhance technology capacity, responsiveness, and business performance, you will optimize critical service management processes and direct an effective technology portfolio and resources practice to ensure sound corporate decision-making on capital investment in support of the City’s goals and objectives. Your key goals and strategic objectives will include Digital Transformation, Workplace Modernization, Asset Lifecycle Management and Modernizing Government.

You are a recognized Technology leader with a stellar track record of professional and innovative technology achievements and the credentials to match. These may include any combination of the following: post-secondary degree in the technology field. A Master’s degree in Computer Science or a related field is desirable; evidence of continuous learning; proven leadership as CIO/CTO/CDO/CTIO in a large, complex, multi-divisional organization (ideally in both the public and private sectors); demonstration of the ability to lead innovative, transformational change, and the proven ability to lead, inspire and manage a top-performing, service-focused technology team.

An outstanding communicator, you will manage media relations and represent the City in the media, Boards, Committees, and other public forums relating to the Technology Services Division. Internally, you will inspire your team by leading with effective management techniques, implementing change management processes, and developing personnel to proactively advance the City’s evolving work environment.
